Cryptocurrencies and Bitcoins Owned by Ukrainian MPs and Prosecutors: Analysis of Declarations

Cryptocurrencies and Bitcoins Owned by Ukrainian MPs and Prosecutors: Analysis of Declarations. Заглавный коллаж статьи.

In the declarations of Ukrainian civil servants for 2023, which mention cryptocurrencies, it is revealed that digital assets are most popular among representatives of the National Police and Prosecutor’s Office. Employees of these organizations submitted 514 out of 1,834 reports.

The initial segment of our analysis of the declarations is available on the website. The article talks about the favorite cryptocurrencies of officials. It also lists the top 10 holders of Bitcoin, Tether, and Ethereum.

We examined the organizations whose representatives most frequently reported cryptocurrencies in their declarations for 2023, as well as the assets reported by Ukrainian MPs.

In the reports we studied about digital assets, the National Police, the Prosecutor’s Office, and the City Councils and their departments made the most declarations, like they did in 2022.

According to Incrypted’s editorial team’s calculations, the most popular assets declared by the National Police are approximately: 

  • 29.6 BTC (over $2 million at the time of writing);
  • 223 ETH (almost $783,000);
  • over $196,500 USDT.

The representatives of the Prosecutor’s Office declared the following amounts:

  • 15.9 BTC (approximately $1.1 million);
  • 208 ETH ($730,000);
  • over 753,100 USDT.

City Councils representatives and their departments listed assets including:

  • 34.6 BTC ($2.4 million);
  • 240 ETH (almost $843,000);
  • about 128,000 USDT.

MPs and the Verkhovna Rada

14 members of the Verkhovna Rada have filed declarations related to cryptocurrencies.

Oleg Bondarenko, an MP from the ‘Sluha narodu’ party and head of the Committee on Environmental Policy and Nature Management, is among the top 10 largest Bitcoin owners in Ukraine, according to Incrypted’s calculations. In his declaration, he reported owning 80 BTC.

Also, MP Dmytro Gurin is on the list. He reported that his wife owns 42 BTC on the Opendime wallet. But, the declaration shows that the funds were stolen.

Yehor Cherniev, a member of the ‘Sluha narodu’, declared 6.1 BTC. MP Oleg Voronko reported owning Bitcoins but did not disclose the quantity.

Deputy Ivan Yunakov holds 182,233 XRP, 169,000 HBAR, as well as small amounts in QUANT, Ethereum, TRON, Tether, Stellar, Algorand, and Coreum.

Vasyl Mokan listed 0.143 BTC and 3.04 ETH. Vadym Stolar listed less than 1 USDT. Maryan Zablotskyy listed 1,685 USDT and 0.01088804 ETH. Also, his wife owns 109 BUSD.

Iaroslav Zhelezniak, a ‘Holos’ deputy, declared owning about 12.8 SOL, 0.00331606 BTC, and 0.3 ETH. He also owns some USDT and BNB. These assets are also listed in the declaration of Zhelezniak’s wife, deputy Olga Koval.

Artem Nagaievskyi, a member of ‘Sluha narodu’, declared 2,608 DOGE. MP Anton Shvachko reported 47 USDT. Additionally, he reported holding LUNC and USD-M futures worth over UAH 1.5 million.

MP Geo Leros reported owning 1,073 ADA, 11,977 TRX, over 6 ETC, 1,542 DOGE, and 33,503 BTT. Serhii Velmozhnyi reported owning about 29 BNB and assets in NFP and USDT. His son owns another 13 BNB and minor savings in ACE and NFP.

Apart from the deputies, eight employees from different committees and departments of the Verkhovna Rada also declared crypto assets.

Cabinet of Ministers

Among the members of the Cabinet of Ministers, only the Minister of Strategic Industries, Oleksandr Kamyshin, has reported owning cryptocurrencies. As reported before, he earned over UAH 17.4 million in 2023 from the sale of digital assets. Additionally, Kamyshin reported minor holdings in Bitcoin (0.00000967 BTC), as well as 2.45 USDT, 9.32 BUSD, and 0.78 XRP.

NABU, NACP, and ESB

Many other organizations also reported holdings in cryptocurrencies. For example, the Economic Security Bureau (ESB) disclosed 1.27 BTC, over 20 ETH, and about 53,800 USDT in their 2023 reports.

It’s important to note that Andrii Pashchuk, the department head, plans to investigate cryptocurrency exchanges owned or founded by Ukrainian residents.

The National Anti-Corruption Bureau (NABU), whose employees are actively studying tools for analyzing crypto transactions, declared 14 BTC, about 2 ETN and Tether for almost $6,000. The National Agency on Corruption Prevention (NACP) holds over 13 BTC, 11 ETN, and almost 14,000 USDT.

Court System

Our editorial team discovered over 59.3 ETH, over 50,000 USDT, and 3.8 BTC in the declarations of employees from different Ukrainian courts. It’s important to mention that officials from these structures accounted for over 5% of all reports we analyzed.

In their 2023 reporting, the Supreme Court listed about 5 ETH, 2 BTC, and around 2,700 USDT. Additionally, the High Council of Justice declared ownership of cryptocurrencies.

Others

The declarations analyzed by Incrypted that mention cryptocurrencies also include reports from customs officers (50 declarations with digital assets), district (17), village and township councils (39), regional administrations and their departments (66).

3% of digital asset reports are from the State Tax Service of Ukraine. The employees reported a total of 16 ETN, 197,400 USDT, and 4.5 BTC.

The National Bank also reported on owning crypto assets. The declarations of NBU employees recorded 21 ETH, less than 1.5 VTS, and about 26,000 USDT.
